It is the quantity lower than the economic lot that is to be considered for purchase.

If the requirement is lower than the quantity per package, the purchase is the quantity per package.

If the requirement is greater than the economic lot and lower than the economic lot plus the quantity per package, the purchase is the economic lot plus quantity per package; otherwise, multiple lots of the economic lot must be bought.
